VA Loan Benefits in Puerto Rico

Fort Buchanan is listed above. VA loans are available throughout Puerto Rico to eligible borrowers.

  • No down payment required — in most cases the VA guaranty lets you buy with no down payment
  • No private mortgage insurance (PMI) — VA loans don’t require monthly mortgage insurance
  • No VA county limit with full entitlement — your lender decides how much you qualify for; the loan can’t exceed the appraised value or price, whichever is lower
  • Seller concessions capped at 4% of reasonable value — useful against Property Registry fees and other closing costs

Pairing VA with AFV Programs

Puerto Rico does not run a veteran-only home loan program, but veterans who qualify can use AFV assistance alongside a VA loan.

ScenarioHow It Works
VA + Pronto pa’ tu casaEligible low- and moderate-income buyers may use the grant toward reasonable closing costs, since VA already requires no down payment
VA + property tax exonerationCRIM exempts the first $15,000 of assessed value of your principal residence

Ask your lender whether a participating institution can combine VA financing with Pronto pa’ tu casa. Program details: afv.pr.gov.

Puerto Rico VA Loan Requirements FAQs

Is there a VA loan limit in Puerto Rico?
With full entitlement, VA does not apply a county loan limit — your lender decides how much you qualify for, and the loan cannot exceed the lower of the appraised value or price. With partial entitlement, VA uses the FHFA one-unit limit, which is $832,750 in every Puerto Rico municipio for 2026.
What is the VA funding fee?
For a first-use VA purchase loan with less than 5% down, the funding fee is 2.15% of the loan amount; for subsequent use it is 3.3%. Putting 5% down lowers it to 1.5%, and 10% down to 1.25%. Veterans with a VA disability rating, surviving spouses receiving DIC, and active-duty Purple Heart recipients are exempt.
What military installation is in Puerto Rico?
U.S. Army Garrison Fort Buchanan, in the San Juan metropolitan area, is the only federal military installation in Puerto Rico and the Caribbean. It supports Active, Reserve and National Guard Soldiers, other service branches, and veterans and retirees.
Do I need a down payment for a VA loan in Puerto Rico?
In most cases, no. The VA guaranty lets eligible borrowers with full entitlement buy with no down payment, subject to lender approval of credit, income, debts and assets.
