SONYMA First-Time Buyer Programs

SONYMA (State of New York Mortgage Agency) is the primary source of first-time homebuyer mortgage assistance in New York State. SONYMA provides below-market interest rates on 30-year fixed mortgages paired with optional down payment assistance. All SONYMA loans are originated through participating lenders — SONYMA does not lend directly.

All SONYMA programs require completion of a homebuyer education course and use of a SONYMA-participating lender. The SONYMA website (sonyma.org) maintains a current list of participating lenders.

SONYMA Down Payment Assistance Loan (DPAL)

The DPAL is available alongside any SONYMA first mortgage. It provides an interest-free, deferred second mortgage that does not require monthly payments.

The DPAL forgiveness provision makes it exceptionally favorable: if you remain in the home for 10 years, the entire DPAL balance is forgiven — you owe nothing. This is one of the most generous terms of any state DPA program in the country.

SONYMA’s DPAL is available statewide — not just in NYC, Long Island, or Westchester, though the Enhanced DPAL’s higher $30,000 cap only applies in those higher-cost markets. It’s administered through participating SONYMA lenders, and not every New York lender offers it. Ask specifically about DPAL eligibility when shopping for a mortgage. NYC HomeFirst Program

NYC HomeFirst is the City of New York’s down payment assistance program, administered separately from SONYMA. It provides significantly larger assistance amounts than SONYMA for qualified NYC buyers.

NYC HomeFirst income limits are strict — for 2026, approximate limits are $72,500 for a 1-person household and $103,500 for a 4-person household in NYC. These are well below the NYC median income, meaning many NYC buyers will not qualify. Check nyc.gov/hpd for current HomeFirst availability and updated income limits.

SONYMA Income and Purchase Price Limits

SONYMA runs two main first-mortgage programs, and which one you qualify for depends on your income. Achieving the Dream carries the lower rate but tighter income limits; the Low Interest Rate Program allows meaningfully higher income at a slightly higher rate. Both share the same purchase price limits. Do not rule yourself out on the Achieving the Dream column alone — a Brooklyn household earning $180,000 exceeds that program but qualifies comfortably under the Low Interest Rate Program. Limits below are effective July 6, 2026 and apply until further notice; confirm current figures with SONYMA before applying. “Target” areas are federally designated census tracts where higher limits and relaxed first-time-buyer rules apply.

SONYMA Eligibility Requirements

  • First-time homebuyer: Have not owned and occupied a principal residence in the past 3 years (some exceptions for targeted areas)
  • Primary residence: Property must be your primary residence within 60 days of closing
  • Homebuyer education: Must complete a HUD-approved homebuyer education course before closing
  • Credit score: Minimum 620 for most SONYMA programs; 640 for some conventional options
  • Income: Must be at or below SONYMA income limits for your county
  • Purchase price: Property price must be at or below SONYMA’s limit for your county
  • SONYMA-participating lender: Must use a lender enrolled in SONYMA’s program

Combining DPA programs: SONYMA’s DPAL and NYC HomeFirst are administered separately and generally cannot be combined on the same purchase, since both are structured as second-mortgage down payment assistance. NYC HomeFirst offers a larger assistance amount but has a stricter 80% AMI income limit, while DPAL has more flexible income limits but a lower cap. New York First-Time Buyer FAQs

How does the SONYMA DPAL forgiveness work?
The SONYMA Down Payment Assistance Loan is fully forgiven if you remain in the home as your primary residence for 10 consecutive years from the date of closing. If you sell or refinance before the 10-year mark, the outstanding DPAL balance is due in full at that time. There is no partial forgiveness before the 10-year anniversary — it is an all-or-nothing forgiveness provision after 10 years of continuous occupancy.
Can I use SONYMA and FHA together?
Yes. SONYMA offers a combination program that pairs an FHA first mortgage (with FHA’s 3.5% down payment requirement) with SONYMA’s DPAL for down payment assistance. This allows qualified buyers to use FHA’s flexible underwriting guidelines while also getting the DPAL’s interest-free down payment help. Your SONYMA-approved lender originates the FHA loan and layers the DPAL on top of it.
Is SONYMA available in New York City?
Yes, SONYMA programs are available throughout New York State including all five boroughs of New York City. For NYC buyers, the enhanced DPAL provides up to $30,000 in down payment assistance (compared to $15,000 for the rest of the state). NYC buyers can also potentially layer NYC HomeFirst assistance with SONYMA programs if they meet both programs’ requirements — consult a SONYMA-participating lender to see if layering is available.
