Rhode Island VA Loan Requirements 2026
How VA-backed home loans work for Rhode Island Veterans, service members and survivors: eligibility, Naval Station Newport, the benefits of no required down payment and no monthly mortgage insurance, 2026 funding fees, and pairing a VA purchase with RIHousing.
Rhode Island VA Loan Eligibility
VA-backed home loans are available to eligible Veterans, service members, and National Guard and Reserve members, and to some surviving spouses. Your first step is a Certificate of Eligibility (COE), which is based on your service history and duty status.
VA explains how to check eligibility and request a COE on VA.gov home loans.

2026 VA Funding Fee
The funding fee is a one-time charge on a VA-backed or VA direct home loan, calculated as a percentage of the loan amount. For purchase and construction loans it depends on your down payment and whether this is your first use.
| Down Payment | First Use | Subsequent Use |
|---|---|---|
| Less than 5% | 2.15% | 3.3% |
| 5% or more | 1.5% | 1.5% |
| 10% or more | 1.25% | 1.25% |
Veterans with VA disability ratings, surviving spouses receiving DIC, and active-duty Purple Heart recipients are exempt from the funding fee. Cash-out refinance funding fees are 2.15% for first use and 3.30% for subsequent use; IRRRLs carry a 0.5% fee. Confirm current rates at the VA’s official funding fee page.
Pairing a VA Loan with RIHousing
RIHousing’s down payment assistance programs, 15kDPA, Extra Assistance and FirstGenHomeRI, each require a RIHousing-funded first mortgage, and RIHousing notes there may be restrictions on which of its loan products can be paired with 15kDPA. If you are a first-time buyer using VA, ask a RIHousing Participating Lender or the RIHousing Loan Center which options fit your loan.
