Iowa VA loan eligibility
VA eligibility is federal, so it does not change from state to state. What changes in Iowa is what you can stack on top of it — the state runs a grant specifically for service members.
Eligibility rests on your service record, evidenced by a Certificate of Eligibility. Veterans, active-duty service members, National Guard and Reserve members with qualifying service, and surviving spouses of service members who died in service or from a service-connected disability may all qualify.

What a VA loan gives you

VA funding fee
Most VA borrowers pay a one-time funding fee, which can be financed into the loan. The rate depends on your down payment and on whether you have used the benefit before.

Veterans with VA disability ratings, surviving spouses receiving DIC, and active-duty Purple Heart recipients are exempt from the funding fee. Pairing a VA loan with Iowa programs
Iowa runs a Military Homeownership Assistance Program under Iowa Code 16.54, administered by the Iowa Finance Authority. It provides a $5,000 grant toward down payment and closing costs, and it can be used alongside FirstHome or Homes for Iowans.
Eligibility covers service members who completed at least 90 days of active duty between 2 August 1990 and 6 April 1991, or from 11 September 2001 onward. The 90 days need not be consecutive. Federal injured service persons from those periods and surviving spouses may also qualify, with a discharge other than dishonorable.
Because a VA loan already requires no down payment, the $5,000 grant is usually best applied to closing costs and prepaid escrows — which is where VA buyers in Iowa actually feel the pinch. The program is limited to available appropriations, so ask your lender to reserve funds at application rather than assuming they will be there at closing.
