Who Qualifies as a First-Time Home Buyer in Florida?

For Florida Housing Finance Corporation (FL HFA) programs, a first-time home buyer is defined as someone who has not owned and occupied a primary residence in the past three years. Veterans and buyers purchasing in federally designated targeted areas may be exempt from this requirement.

All household income counts. FL HFA income limits apply to total household income — not just the borrowers on the loan. All adults living in the home whose income contributes to household finances must be counted, even if they are not on the mortgage.

Florida First-Time Home Buyer Programs from FL HFA

The Florida Housing Finance Corporation (FHFC), known as Florida Housing, administers the state’s primary first-time buyer programs. All FL HFA loans require a 640 minimum credit score, a HUD-approved homebuyer education course, and must be originated through a participating lender.

Florida First-Time Home Buyer FAQs

Can I use FL Assist with a VA loan?
Yes. Florida Housing’s FL Assist and HLP programs can be paired with VA loans as the underlying first mortgage, as long as you use a FL HFA participating lender. This is one of the strongest combinations available — zero-down VA financing plus up to $10,000–$12,500 in closing cost assistance. Veterans should always explore this option first.
Is the HFA Preferred PLUS second mortgage really forgivable?
Yes — but only if you stay in the home. The forgivable second mortgage (3%, 4%, or 5% of the loan amount) is forgiven at 20% per year over five years. If you sell, refinance, or move out before five years, you repay the remaining unforgiven balance. After year five, you owe nothing. This makes it most suitable for buyers who plan to stay in the home long-term.
Does Florida require a homebuyer education course?
Yes, for all FL HFA programs. You must complete a HUD-approved homebuyer education course before closing. Online courses are available and typically take 6–8 hours. Your certificate is valid for 12 months. Your lender will require the certificate as part of your loan file — don’t leave this until the last minute.
What’s the difference between FL Assist and Hometown Heroes?
FL Assist is available to any qualifying first-time buyer using a FL Housing first mortgage — you don’t need to work in a specific field. The maximum is $10,000. Hometown Heroes is restricted to essential workers (teachers, law enforcement, healthcare, military/veterans) but offers up to $35,000 in assistance. If you qualify for Hometown Heroes, it’s almost always the better option due to the higher assistance amount.
