USDA loans are available in areas that USDA designates as rural or semi-rural. Contrary to the name, many suburban and small-city neighborhoods qualify — in fact, roughly 91% of Illinois’s land area is USDA-eligible. The main exclusions are the urban Chicago core and its dense inner suburbs.

Illinois USDA Income Limits by Area (2026)

USDA loans have household income limits — all adult members of the household count, not just borrowers. The qualifying limit is 115% of the area median income (AMI). Figures below are the 2026 USDA Guaranteed Loan moderate-income limits and are determined by the county or metro area where the home is located. Income limits are updated annually by USDA Rural Development. Verify current limits at rd.usda.gov or with a USDA-approved lender, since these figures reflect the most recently published USDA data and may be revised.

Metro-area limits run higher than the standard. USDA publishes a higher moderate-income limit for many metropolitan counties, and those figures change on their own schedule. Rather than print numbers that may be out of date, check your exact county against USDA’s official lookup: USDA income eligibility tool. Guarantee Fees & Loan Amounts

In place of monthly mortgage insurance, USDA charges an upfront guarantee fee of 1% of the loan amount (which can be financed into the loan) and an annual fee of 0.35% of the balance, paid monthly.

There is no USDA loan-amount limit. The USDA Guaranteed Loan program does not set a maximum loan amount — your ceiling is determined by the area income limit and your ability to repay, not a fixed cap. This is different from FHA (which has a $541,287 statewide limit in Illinois) and conforming loans ($832,750).

Can I use USDA financing in the Chicago suburbs?
The urban Chicago core and dense inner suburbs are not USDA-eligible, but many outer collar-county communities — parts of Will, Kendall, Grundy, Kankakee, DeKalb, and Boone — do qualify, as does most of central and southern Illinois. USDA determines eligibility at the address level, so always verify a specific address on the USDA eligibility map.
What if my household income is slightly above the USDA limit?
USDA allows certain deductions — childcare expenses, disability-related costs, and dependents in the household — that can reduce your calculated household income below the limit. Ask a USDA-approved lender to run the full income calculation before assuming you don’t qualify based on gross income alone.
Why are income limits higher in the Chicago area than in rural counties?
USDA sets income limits from the area median income (AMI) of each metro area or county. The Chicago metro has a higher median income than Illinois’s rural counties, so its limit is set proportionally higher.
